Question : Crime and Criminal Cases

(a) whether various crimes and criminal cases are on the rise in the country including the NCT of Delhi;

(b) if so, the total number of crime and criminal cases reported, guilty arrested/ convicted, cases solved/unsolved and the steps taken to solve all the cases during each of the last three years and the current year, crime and State-wise including murder, theft, rape, physical assault, theft of mobile and exploitation of dalits; and

(c) the concrete steps being taken to curb such cases along with the advisories/ guidelines issued to the States including Uttar Pradesh and NCT of Delhi and Police Departments in this regard?

(a) to (b): A total of 23,87,188 cases, 26,47,722 cases and 28,51,563 cases were reported under various IPC crimes during 2012, 2013 and 2014 respectively and crime head wise details are enclosed at Annexure-I. State/UT wise Cases Reported, Cases Chargesheeted, Cases Not Chargesheeted but final report submitted/Cases, Unsolved Cases, Convicted, Persons Arrested, Persons Chargesheeted and Persons Convicted under IPC crimes during 2012-2014 is at Annexure-II. (c): ‘Police’ and ‘Public Order’ are State subjects under the seventh Schedule to the Constitution of India and therefore, the State Governments are primarily responsible for prevention, detection, registration and investigation of crime and for prosecuting criminals. The Union Government, however, attaches highest importance to prevention of crime and continues to urge the State Governments/ UT Administrations to give more focused attention towards improving the administration of criminal justice system and taking such measures as are necessary for prevention and control of crime within their respective jurisdictions. The Ministry of Home Affairs has been advising the States/UTs from time to time to take immediate measures to ensure safety and security of the citizens and also for elimination of all forms of crimes, which is also available in the Ministry’s website http://mha.nic.in/.
