Question : Caste Based Census

(a) whether the Government has conducted caste/religion based census in the country;

(b) if so, the details and objective thereof along with the total population/persons belonging to SC, ST and OBC separately in the country, State-wise;

(c) the time by which the census data is likely to be released;

(d) whether the population of SC, ST and OBC has shown a declining trend; and

(e) if so, the details thereof and the reasons therefor, State-wise?

(a): Yes Madam; a Socio Economic and Caste Census (SECC) has been conducted in the country.
(b) & (c): As per the decision of Union Cabinet, a Socio Economic and Caste Census (SECC), 2011 is being carried out in all the States/Union Territories of India with the financial and technical

support of the Government of India. The Ministry of Rural Development (MoRD) and the Ministry of Housing & Urban Poverty Alleviation (MoHUPA) are the nodal Ministries in the Government of India for this combined exercise in rural and urban areas respectively. The office of the Registrar General & Census Commissioner, India is rendering logistic and technical support.
As on date, the SECC-2011 field enumeration is complete. The Government has constituted the Expert Group under the Chairmanship of Shri Arvind Panagariya, Vice-Chairperson, NITI AAYOG to classify the Caste names returned in SECC-2011.

(d) & (e): A statement showing Population and Growth Rate of Scheduled Castes and Scheduled Tribes by residence as per Census 1991, 2001 & 2011 is given at Annex. Data on OBC is not collected in Census of India.
