Question : HARVESTING OF RAIN WATER



(a) whether there is any proposal to make it mandatory for urban dwelling units in the States to harvest roof-top rain water;

(b) if so, the details in this regard;

(c) whether the State Governments have sought financial assistance for this purpose; and

(d) if so, the financial assistance provided to the each State Government?

(a)&(b): So far as Ministry of Urban Development is concerned, rain water harvesting in urban areas is given top priority. Model Building Bye-Laws have been prepared and circulated it to all the State Governments by Town & Country Planning Organisation (TCPO) which include measures on rain water harvesting. This Ministry has also circulated guidelines on `Artificial Recharge to Ground Water` prepared by Central Ground Water Board to all the State Governments for implementation in offices/public buildings and housing complexes. As regards making roof-top rain water harvesting mandatory for urban dwelling units, it is for the State Governments to take necessary action as the matter falls within their jurisdiction.

(c)&(d): No such requests have been received in this Ministry.
