(a) & (b) As per the extant guidelines, all non-exempted Central Ministries/Departments, are mandated to spend atleast 10% of Gross Budgetary Support (GBS) of Central Sector and Centrally Sponsored Schemes in North Eastern Region (NER). However, no State wise allocations are made and funds are released to the States based on requirements against sanctioned projects/schemes. Unutilized funds under 10% GBS during the financial year gets transferred to Non-Lapsable Central Pool of Resources (NLCPR), which is maintained on proforma basis by Ministry of Finance. The details of funds allocated under 10% GBS since 2014-15 to 2020-21 are as given below:

In addition, Ministry of Railways, exempted Ministries/Departments and other Organizations also make substantial expenditures in NER and Ministry of Development of North Eastern Region is given budgetary allocations for implementing various schemes/special packages by the Ministry/North Eastern Council, the details of which are given below:

Apart from the above, Social and Infrastructure Development Fund (SIDF) was created in 2008-09 for North Eastern Region (NER), especially for Arunachal Pradesh and other border areas facing special problems that cannot be tackled through normal schemes. SIDF is a one-time package that covers projects, prioritized by the State Governments as per their requirement, which, inter alia, include construction of new roads and bridges, re-establishment of new sub-stations/transmission lines, construction/upgradation of hospitals, establishment of schools, water supply projects etc.
