Question : SPECTRUM AUCTION AND REVENUE GENERATION



(a) whether 2G and 3G telecom spectrum auctions for allocation of bandwidth to telecom companies have been completed;

(b) if so, the details thereof and the bandwidth-wise revenue generated as a result thereof alongwith the details of bids and the successful bidders of the said auction, circle-wise and company-wise;

(c) whether the response and revenue generation has been on expected lines; and

(d) if so, the details thereof and if not, the reasons therefor along with the reaction of the Government thereto;

(e) whether the Department of Telecommunications (DoT) has decided to have regular meetings with the telecom industry to iron out the difference that cropped up over the auction and pricing of airwaves and to help draw a roadmap for the sector growth; and

(f) if so, the details thereof along with the numbers of meetings held till date and the steps taken/being taken for the expansion, improvement of services and installation of mobile towers?

 (a) & (b) Yes, Madam. Spectrum auctions in 2100MHz, 1800MHz, 900MHz and 800MHz bands, for allocation of bandwidth to telecom companies, have been completed, successfully in March 2015. The circle-wise and company-wise details of the said auction are placed as Annexure.

(c) & (d) Yes, Madam. The response and revenue generation in the Auction held in March 2015 has been on expected lines. Out of total spectrum of 470.75 MHz on offer, 418.05 MHz (i.e. 89%) spectrum has been allocated to successful bidders. Total value realized is Rs.109874.91 crores, which is 67.8 % more than the value of spectrum allocated at reserve price.

(e) & (f) Notice Inviting Applications (NIA) for auction of Spectrum in 2100MHz, 1800MHz, 900MHz and 800MHz bands was issued by the Department of Telecommunications (DoT) on 09-01-2015. The NIA and its subsequent Amendments were published by DoT based on recommendations from Telecom Regulatory Authority of India (TRAI) as considered by Department of Telecom and approved by Telecom Commission and Cabinet where necessary.

After issue of NIA, a pre-bid conference was held by Department, wherein various stakeholders from Telecom Industries participated and the issues raised by participants were clarified. Also, there was a provision of raising queries/issues in respect of NIA and all the queries/issues received by Department were duly clarified.
