Question : Coastal Security

(a) whether the Government is taking any measures to assess the challenges in coastal security;

(b) if so, the details thereof;

(c) whether the Government has any proposal for formation of a separate Coastal Police Cadre in all the States of the country;

(d) if so, the details thereof and if not, the reasons therefor; and

(e) the details of the training programme, if any, being conducted for policemen and fishermen towards coastal security management in the country?

(a) & (b): The challenges in Coastal Security are assessed periodically through meetings of National Committee on Strengthening Maritime and Coastal Security against threat from the Sea (NCSMCS) under the Chairmanship of Cabinet Secretary, Steering Committee for Review of Coastal Security (SCRCS) under the Chairmanship of Secretary (Border Management) in the Ministry of Home Affairs and through coastal security exercises/operations by Indian Navy(IN) and Indian Coast Guard (ICG), besides vulnerability/gap analysis by security agencies.

(c) & (d): As per Seventh schedule of Constitution, ‘Police’ is included in State List. Therefore, formation of a separate Coastal Police Cadre is a subject matter of the Coastal States/UTs.

(e): Training of Coastal Police personnel is conducted regularly at National Academy of Coastal Policing, Gujarat. Additionally, Coastal Police Personnel are trained by ICG through Joint Coastal Patrolling (JCP) which includes class room and practical training at sea. ICG, in co-ordination with the Coastal Police in the respective Coastal States and UTs, conducts Community Interaction Programmes (CIP) for the fishermen to bring awareness about security/safety issues at sea.
