Question : Funds to Uttar Pradesh

(a) the funds sanctioned by District Council from 2019 to 2021, Panchayat Committee-wise, Gram Panchayat-wise and the work-wise for the State of Uttar Pradesh, financial and year-wise;

(b) whether any criteria has been set for the allocation of funds by the Central Government, if so, the details of the criteria; and

(c) whether the allocation of financial assistance has been as per the rules during the said year?

(a) Information in this regard is not maintained centrally.

(b) & (c)Yes Sir. The criteria for allocation of Central Finance Commission Grants are specified in the operational guidelines issued by Ministry of Finance, Government of India. As per these guidelines, Fourteenth Finance Commission (FFC) grants are to be distributed among Gram Panchayats (GPs) only without any share for other levels. The FFC Basic Grant is to be distributed by using the formula prescribed by the respective State Finance Commissions (SFCs) and in case the SFC formula is not available, the share of each GP should be distributed using 2011 population with a weight of 90 per cent for population and a weight of 10 per cent for area.

The guidelines prescribed for the Fifteenth Finance Commission (XV FC) grants specifies that the grants should be distributed to all the tiers of the Panchayats by the States on the basis of the accepted recommendation of the latest SFC and also in conformity of the following bands:

70-85 % for Village/Gram Panchayats
10-25 % for Block/Intermediate Panchayats
5-15 % for District/Zilla Panchayats

The intra-tier distribution among the relevant entities in a tier across the State (including Fifth and Sixth Schedule Areas) should be on the basis of population and area in the ratio of 90:10, or as per the accepted recommendations of the latest SFC.

The State Government of Uttar Pradesh has informed that the distribution of XV FC grants to the Panchayati Raj Institutions in the State has been done in the following bands in conformance to the guidelines:

ZillaPanchayat: 15%
Block Panchayat: 15%
Gram Panchayat: 70%
