Question : Toll Collection

(a) the details of the toll collected during each of the last three years and the current year in the country especially in Uttar Pradesh;

(b) whether the Government has any plan to discontinue the toll fees from the toll roads from which investment has already been recovered in the said State and if so, the details thereof and if not, the reasons therefor;

(c) whether there is any proposal to waive toll tax for those residing close to NHs and if so, the details thereof; and

(d) whether the Government proposes to build service roads for villages especially of Hathras region adjacent to NHs and if so, the details thereof?

(a) The State-wise details of user fee collected on various National Highways during the last three years and current year (Upto June, 2018) are at Annexure- ‘A’.

(b) No, Madam. At present, in case of Public Private Partnership (PPP) projects, after completion of the concession period, the user fee is to be collected by Central Government executing agency at reduced rates of 40%. In case of a public funded project, the user fee rates are to be reduced to 40% after recovery of capital cost of the project.

(c) No, Madam. However, discounted monthly passes are issued to persons who own a mechanical vehicle registered for non-commercial purposes and resides within a distance of 20 km from the fee plaza. In case of commercial vehicle, a person who own a commercial vehicle (excluding vehicle plying under national permit) registered with address on the registration certificate of a particular district shall be levied user fee on all toll plaza which are located within that district at a rate of 50% of prescribed rate of fee.

(d) As per the norms/guidelines of the Ministry, services roads are generally provided in built-up areas. Agra-Aligarh section of NH 93 ( New NH 509) is proposed for four laning from existing 2 lane with paved shoulder. Hathras bypass is also part of this stretch. The project is presently under DPR. The details about service road etc. can only be informed on finalisation of DPR.
