(a): National Urban Livelihoods Mission (NULM) has now been renamed as Deendayal Antyodaya Yojana – National Urban Livelihoods Mission (DAY-NULM) and is being implemented w.e.f. April, 2014. It is the primary responsibility of the State Governments/UTs to provide shelter for urban homeless population. In order to supplement their efforts, Ministry of Housing & Urban Poverty Alleviation is administering a scheme ‘Shelter for Urban Homeless (SUH)’ as a component of DAY-NULM. Funds are allocated for DAY-NULM, from which appropriate amount is apportioned by States/UTs for SUH, as per requirement. A total of Rs. 1,18,609.72 lakh has been released under DAY-NULM during the last three years.
(b) Guidelines provide for construction of one shelter for a minimum of 100 persons per one lakh urban population. Further, systematic surveys would be undertaken in the cities/ towns by the local/ municipal bodies to assess accurately assess the need for shelters at suitable locations. As far as possible, sites providing maximum convenience to the beneficiaries may be identified.
(c) As per the information received from States/UTs, as on 31.01.2017, a total of 1236 shelters have been sanctioned for various cities/towns by 24 States/UTs. Out of these, 658 shelters are operational and rest are under different stages of construction/ refurbishment.
(d) The shelters will serve as a space for convergence and provisions of various entitlements of social security, food, education and health care systems. The shelter management agencies which are appointed by the State Govts/ ULBs are responsible to ensure the entitlements to homeless.
(e) No such complaint has been received in the Ministry of Housing and Urban Poverty Alleviation.
