Question : PRIVATISATION OF VARIOUS RAILWAY PROJECTS



(a) whether the Government propose to conduct a marketing feasibility and privatisation study to execute various projects of the railways;

(b) if so, the details thereof;

(c) whether the Government have also decided to introduce marketing package tours to various pilgrimage and tourist centres which include value added travel related services to them;

(d) if so, the details of these sectors thereof; and

(e) the time by which this study report is likely to be received and implemented?

STATEMENT REFERRED TO IN REPLY TO PARTS (a) to (e) OF LOK SABHA UNSTARRED QUESTION NO. 1177 BY DR. SANJAY PASWAN TO BE ANSWERED ON 2.3.2000 REGARDING PRIVATISATION OF VARIOUS RAILWAY PROJECTS:

(a) to (e) There are a number of existing schemes to involve private sector participation in Railway projects namely, Build Own Lease Transfer (BOLT) scheme, Own Your Wagon Scheme (OYWS), Leveraging the right of way for communication channels, Private ownership of Tourist Trains, Commercial utilisation of land and air space, and Public-private partnership for funding Railway projects. In respect of emerging areas of potential private participation such as Commercial Utilisation of Railway land, marketing feasibility studies will be undertaken before taking up execution of identified works.

The Indian Railways Catering and Tourism Corporation has recently been set up which will formulate and market package tours in future.
