Question : TASK FORCE FOR UTILISATION OF FUNDS



(a) whether the Government has proposed to establish a task force to ensure the proper utilisation of facilities and a watch on possible irregularities in the utilisation of funds generated from the infrastructures created for the Commonwealth Games(CWG);

(b) if so, the details thereof; and

(c) if not, the reasons therefor?

THE MINISTER OF STATE (INDEPENDENT CHARGE) FOR YOUTH AFFAIRS AND SPORTS (SHRI AJAY MAKEN)

(a) to (c ): Government had constituted a Committee under the Chairpersonship of the Director General, Sports Authority of India (SAI), with eminent sportspersons and Senior Sports Journalist as Members with the following terms of reference:-

a) A list of preferred sporting and other activities, which could be allowed stadia-wise.

b) The correct balance between revenue generation objective and sports promotion objectives.

c) The Strategies to leverage the stadia for hosting prestigious sporting events.

d) The Strategies for attracting commercially viable anchor-tenants who have a strong sports agenda like professional/commercial leagues etc.

e) Operation of players’ academies by eminent sportspersons.

f) Alternative approved models for operation and maintenance of SAI Stadia including public-private partnership and corporate social responsibilities models.

g) To make any other recommendations.

The Committee had given certain suggestions for proper utilization of the five Stadia viz Jawahar Lal Nehru Stadium Complex , Dr. Karni Singh Shooting Ranges, Indira Gandhi Stadium Complex, Major Dhyan Chand National Stadium and Dr. Shyama Prasad Mookerjee Swimming Pool Complex. The scheme of “Come and Play” has been launched to promote sports in May 2011 in consequence of one such recommendations of the said committee and more than 10,000 trainees have been registered for training under this scheme.In addition to this, the Stadia are also being utilized for holding National Camps and various kinds of competitions.
