(a) the rate of placement achieved through skill training centres, State-wise and district-wise details for Rajasthan;
(b) whether there are any tie-ups with industry for securing placement, if so, the details thereof; and
(c) whether there is any proposal before the Government to offer internship to the people skilled at these centres instead of placement for employment as the training duration is less and there is a requirement of learning ‘on the job’?
(a) Under Skill India Mission, Ministry of Skill Development and Entrepreneurship is implementing its flagship demand driven scheme, Pradhan Mantri Kaushal Vikas Yojana (PMKVY) (2016-20), for short duration skill development training (Short-Term Training (STT) and Recognition of Prior Learning (RPL)) through its empanelled training centres to unemployed youth across the country including State of Rajasthan. As on 17.01.2020, 40.27 lakh and 32.34 lakh candidates have been trained and certified, respectively, under Short Term Training (STT) courses. Out of these certified candidates, 16.61 lakh candidates have been provided with placement which is 51.3% of certified candidates. Also, 33.20 lakh candidates have been oriented under Recognition of Prior Learning (RPL) component of the scheme.
In state of Rajasthan, 3.14 lakh and 2.66 lakh candidates have been trained and certified, respectively, under STT courses; out of these certified candidates, 1.33 lakh candidates have been provided with placement which is 50% of certified candidates. Also, 3.29 lakh and 2.83 lakh candidates have been oriented and certified, respectively, under RPL component of the scheme. The district-wise details for State of Rajasthan are given at Annexure.
(b) In order to achieve industry linkage in PMKVY (2016-20), the training is being imparted in National Skill Qualification Framework (NSQF) aligned job roles developed by industry led Sector Skill Councils. The Ministry has undertaken various measures to encourage greater participation of industry in skilling ecosystem to improve employment outcomes. Employer led skill development is also being promoted to further improve placements rates under PMKVY 2016-20. Also, Training Centers (TCs)/ Training Providers (TPs) are required to have dedicated mentorship-cum-placement cells for industry linkage and placement of candidates. TPs are mandated to organize Placement/Rozgar Melas every six months with support from the Sector Skill Councils (SSCs) and to ensure the participation of local industry.
(c) The short term skilling training have been integrated with National Apprenticeship Promotional Scheme for apprenticeship of the certified candidates of the PMKVY (2016-20).
