Question : BSUP Scheme

Will the Minister of HOUSING AND URBAN POVERTY ALLEVIATION be pleased to state:

(a) Whether the Government has achieved the aims and objectives of implementing the Basic Services for Urban Poor (BSUP) Scheme in the county, if so, the details thereof and if not, the reasons therefor along with the salient features of the scheme;

(b) whether some of the works/projects sanctioned under the scheme have missed their deadline, if so, the detail thereof along with the present status of the works/projects sanctioned, completed and under progress under the scheme, State/UT-wise;

(c) the details of the funds allocated, released and utilized under the said scheme, State/UT-wise and project-wise;

(d) whether cases of irregularities in implementation of the scheme have come to the notice of the Government and if so, the details thereof, State/UT-wise along with the action taken by the Government in such cases so far;

(e) whether the Government has review/proposes to review the said scheme to address its shortcomings; and

(f) if so, the details thereof along with the other steps taken by the Government for effective implementation of the scheme across the country ?

(a) & (b): Government of India launched the Jawaharlal Nehru National Urban Renewal Mission (JNNURM) on 3rd December, 2005 for assisting States/UTs in providing housing and basic civic facilities like water, sanitation etc. to urban poor/ slum dwellers initially in 65 select cities under the Basic Services to the Urban Poor (BSUP) and in other cities and towns, under Integrated Housing and Slum Development Programme (IHSDP). Government has extended the JNNURM Mission period upto 31.03.2017 for completing on-going work only on the projects sanctioned upto 31.03.2012.

Under BSUP, a total of 480 projects with a total project cost of Rs. 23,170.23 crore involving Central share of Rs. 11,292.31 crore for construction of 7,94,091 houses have been approved. Till now, construction of 6,51,437 houses have been completed of which 4,88,513 houses have been occupied by the beneficiaries.

(b): the details of works/projects sanctioned/completed and under progress under the BSUP scheme, State/UT wise is at Annexure-I.

(c): the details of the funds allocated, released and utilized under the said scheme, State/UT-wise and project-wise is at Annexure-II.

(d): Cases of irregularities received in connection with the implementation of the BSUP component of JNNURM at various levels in the Ministry are sent to State Government /Union Territories (UTs) for remedial action, as the execution and implementation of projects are undertaken by the respective State Governments/UTs and their implementing agencies, primarily Urban Local Bodies.

(e) & (f): The Ministry reviews of the status of ongoing projects under the scheme on the basis of Quarterly and Monthly Progress Reports, in the meetings of Central Sanctioning and Monitoring Committee (CSMC) and review meetings at the level of Secretary (HUPA). Through these reviews, State/UT governments have been advised to complete the ongoing projects as early as possible within the extended period of JNNURM i.e. by 31.03.2017, submit plan of action for completion of ongoing projects, plan for 100% occupancy and submit the project completion certificates. The Ministry regularly corresponds with the concerned State Governments/UTs in this regard.
