Question : Integrated Handloom Development Scheme

(a) the salient features of the Integrated Handloom Development Scheme (IHDS);

(b) the details of the funds sanctioned, allocated and utilised under this Scheme during each of the last three years and the current year, State/UT-wise including West Bengal;

(c) the details of the targets set and achievements made under this Scheme during the said period;

(d) the number of weavers assisted under this Scheme during the said period, State/UT-wise; and

(e) whether the Government has received any proposal from some of the States for increasing the financial assistance being provided at present to the weavers under IHDS across the country, if so, the details thereof and the reasons therefor along with the action taken by the Government in this regard?

(a): Integrated Handlooms Development Scheme (IHDS) was implemented during the period 2007-08 to 2013-14, having various components like (i) Cluster Development Programme (ii) Group Approach (iii) Assistance to Handloom Organizations towards Marketing Incentive (MI) & Strengthening of Handloom Organizations etc. Under the scheme, assistance was provided for skill up-gradation, technological up-gradation, construction of workshed, design inputs, margin money, marketing of Handloom products, etc. The scheme was replaced by National Handloom Development Programme (NHDP) in November 2013.

(b): Since Integrated Handlooms Development Scheme (IHDS) is not in existence since November 2013, no funds have been released in last three years and in the current year under the said scheme.

(c) to (e): Question does not arise
