Question : Price of Vaccines

Will the Minister of HEALTH AND FAMILY WELFARE be pleased to state:
(a) the fund allocated to provide free COVID vaccination to all the citizens along with the method devised to implement the scheme throughout the country;
(b) the details of Public and Private manufacturers/ companies permitted by the Government to produce and supply COVID vaccination along with the terms and conditions laid down in this regard;
(c) the number of vaccine doses made available by these manufacturers/companies in the country as on date along with the estimated cost and methodology adopted to fix the rate/price of these vaccinations;
(d) whether the costing of the vaccine includes the cost of cold chain infrastructure and trained personnel required for mass vaccination, if so, the details thereof;
(e) whether result/data of 3rd phase trials of these vaccines are available with the Government, if so, the details thereof; and
(f) whether the Government is having any proposal to import anti-COVID vaccines from foreign countries, if so, the details thereof?

ANSWER

(a): INR 35,000 crore has been budgeted for implementation of COVID-19 Vaccination Programme in the FY 2021-22.
(b): As per the provisions of New Drugs and Clinical Trials Rules, 2019 under Drugs and Cosmetics Act, 1940, the national regulator i.e. CDSCO has granted permissions for restricted use in emergency situation to the M/s Serum Institute of India for Covishield vaccine, M/s Bharat Biotech International Limited for Covaxin and Dr. Reddy’s Laboratories Ltd for Sputnik V.
(c): As on 20th July 2021, a total of 42.52 crore doses of Covishield and Covaxin have been supplied for COVID-19 vaccination drive in India. Till July 2021, around INR 8071.09 crore have been spent on purchase of COVID-19 vaccines.
The price of vaccine for procurement by Government of India is negotiated by National Expert Group on Vaccine Administration for COVID-19 (NEGVAC) and its subgroups involving detailed deliberations with the vaccine manufacturers.
(d): The cost of vaccine includes delivery of vaccine in a temperature controlled environment to the consignee points communicated by Government of India to the manufacturer.
(e): Yes, the interim data of Phase-III of Covaxin and of Phase-II/III of Covishield and Sputnik V have been submitted by the respective manufacturers to the national regulator i.e. CDSCO.
(f): Permissions for import and restricted use in emergency situation have also been given to M/s Dr. Reddy’s Laboratories Ltd for Sputnik V and M/s Cipla Limited for Moderna’s mRNA vaccine.
