Question : INSPECTION AND CERTIFICATION CENTRES



(a) whether the Government proposes to set up model inspection and certification centres for the stringent security checks of the vehicles for their road worthiness every year;

(b) if so, the details thereof, State-wise;

(c) the advantages of the proposed centres; and

(d) the time by which these centres likely to be set up and operationalized?

(a) to (b) Yes, Madam. The Government has approved a scheme for a uniform inspection and maintenance system for setting-up of model Automated Inspection & Certification (I&C) Centre. Under the scheme, one model such Centre would be established in each state / UTs. During 11th Plan, the Government sanctioned ten I & C Center for setting up one each in the states of Andhra Pradesh (now Telengana), Karnataka, Gujarat, Maharashtra, Rajasthan, Himachal Pradesh, Haryana, Madhya Pradesh, Uttar Pradesh and National Capital Territory of Delhi.

(c) The advantages of these centers are as under:-

i. To objectively inspect the completed range of in use commercial vehicles for compliance to roadworthiness requirements.

ii. Quantitative measurement of health status of vehicle.

iii. Test data can be computerized.

iv. Creation of national database with linkage to “VAHAN” and “SARATHI”.

v. Identification and reduction of gross polluting vehicles.

vi. Reduced traffic congestion caused by the vehicle breakdown and accidents

(d) These I & C Centres are to be operational during 2014 -15.
