STATEMENT REFERRED TO IN REPLY TO PART (a) TO (c) OF THE LOK SABHA STARRED QUESTION NO. *392 FOR ANSWER ON 29TH MARCH, 2017 REGARDING “DEVELOPMENT OF CITIES”
(a) & (b) : Urban transport, inter-twined with Urban Development, is a State subject. The initiatives/steps including planning and execution of urban transport systems/facilities are, as such, taken up by the States/Union Territories/Urban Local bodies. As per the National Urban Transport Policy (NUTP), the Central Government encourages all proven technologies for public transport. Various modes of urban transport in States/Cities are supported by the Government under different schemes.
Further, Ministry of Road Transport and Highways, Ministry of Rural Development, Ministry of Civil Aviation and Ministry of Railways implement schemes related to connectivity under their various schemes/projects for example, National Highways, Pradhan Mantri Gram Sadak Yojana (PMGSY), Regional Connectivity Scheme (RCS)- UDAN (Ude Desh Ka Aam Nagrik) and Railways.
(c) Since, Urban Development is a State subject, the matters related to Urban Management are addressed by the respective States. They have their own mechanisms for providing legislative, institutional and financial support for better urban management. Ministry of Urban Development has been advising and encouraging States to implement the 74th Constitutional Amendment Act in letter and spirit so that there is proper devolution of powers vis-à-vis, functions, functionaries and funds.
