Question : Development of Small Scale Industries

(a) whether the Government has made or proposes to make any assessment for the development of small scale industries in the country;

(b) if so, the details thereof along with the steps taken/proposed to be taken in compliance with the said survey, State-wise;

(c) whether the technological development of small scale industries is miserably underdeveloped in comparison to the major countries of the world especially China where small scale industries play important role in dumping their products in the market of other countries; and

(d) if so, the concrete steps proposed to be taken by the Government in this regard?

(a) & (b): The Government makes assessment of the development of small scale industries in the country from time to time by having consultations with various stakeholders such as Industry Associations, institutes like Indian Institute of Public Administration (IIPA), banks and financial institutions etc. The development of small scale industries based on such assessment is a continuous process and no specific steps have been recorded state-wise.

(c) & (d): The Ministry of Micro, Small and Medium Enterprises (MSME) has taken steps to plug the technological bottlenecks affecting the MSME sector by way of schemes such as Technology Centre Systems Programme (TCSP), Credit Linked Capital Subsidy and Technology Upgradation Scheme (CLCS-TUS) etc. Under TCSP, state of art tool rooms and technology centres are established to provide training and tooling support to the industries. Under CLCS-TUS, capital subsidy is provided to Micro and Small Enterprises (MSE) units for acquisition or modernization of plant and machinery, design support etc.
