(a): The Ministry has sanctioned 227 EMRSs across the country so far under Grants under Article 275(1) of the Constitution. Out of which 137 EMRSs are reported to be functional as on date. A statement showing state wise number of EMRSs sanctioned and functional is at Annexure-I. As per Guidlelines for EMRSs, a minimum of Rs. 42000/- per student per year is provided to the State Government for meeting recurring expenditure for running of EMRSs, which includes provision of food, medical check-up etc. As far as Kanya Ashram School is concerned, the Ministry provides grants to the State Government under a Centrally Sponsored Scheme ‘Setting up of Ashram School in Tribal Sub-Plan Area’ for construction of building but recurring expenditure is not provided. The maintenance and running of Ashram schools is the responsibility of the State Government. A total of 892 Ashram Schools including 298 Girls Ashram schools have been sanctioned so far by the Ministry. Out of which, construction work of 671 such schools have been reported to be completed. A statement showing state wise Ashram Schools sanctioned by the Ministry is at Annexure-II.
(b) & (c): Sanction of EMRSs / Ashram Schools is demand driven subject to availability of funds under the relevant programme (s). A total of 73 EMRSs have been sanctioned during last three years. A statement indicating State wise number of EMRSs and Ashram Schools sanctioned and amount released therefor during last three years to different States is at Annexure-III and Annexure-IV respectively.
(d): As per the provisions of the Guidelines for construction of EMRSs, the Ministry’s support to the States for the EMRSs programme and its expansion is subject to the States ensuring high quality of management and running of the schools. Quality management indicates timely and smooth transition of funds allocated from the State Government to the management societies / schools; ensuring the recruitment of the desired number of teachers; ensuring the provision of medical facilities to staff and students; clean and hygienic surroundings and food for the children and providing a healthy, happy environment for the academic and overall development of the children.
