Question : GUIDELINES FOR PPP PROJECTS



(a) whether the Government has issued any guidelines regarding public private partnership (PPP) projects and if so, the details thereof;

(b) whether the cases of violation of contracts by the private companies in the PPP projects have come to the notice of the Government and if so, the details thereof, project-wise during the last three years; and

(c) the steps taken/ proposed to be taken by the Government for effective implementation of PPP projects in the country ?

(a): Yes, Madam. The Government has issued guidelines regarding Public Private Partnership (PPP) projects from time to time which inter alia include:

1. Guidelines for Formulation, Appraisal & Approval of PPP Projects.

2. Guidelines for Financial Support to Public Private Partnerships (PPPs) in Infrastructure.

3. Guidelines for Financing Infrastructure Projects through the India Infrastructure Finance Company Limited (IIFCL).

4. Budgetary Ceiling on Annuity Payments for PPP Projects.

5. Guidelines on Institutional Mechanism for Monitoring of PPP Projects.

(b): Information is being collected from Ministries and will be laid on the Table of the House.

(c): The major steps taken for effective implementation of PPP projects include standardisation of bid documents such as Request for Qualification, Request for Proposal and Model Concession Agreements across infrastructure sectors; setting up robust institutional structure for appraising and approving PPP projects; increasing availability of finance by creating dedicated institutions such as the IIFCL and provision of viability gap funding (VGF); and creating institutional mechanism for monitoring of PPP projects.
