Question : Welfare of Differently abled Persons

(a) whether the Government has formulated any scheme for the welfare of disabled and handicapped people in Jammu and Kashmir;
(b) if so, the details thereof; and
(c) the amount provided by the Government for the welfare of disabled and handicapped people in Jammu and Kashmir?

(a) to (c): Department of Empowerment of Persons with Disabilities (DEPwD) implements the following major schemes for the welfare of Persons with Disabilities (PwDs) in all the States/UTs of the country including the UT of Jammu & Kashmir:
1. Deendayal Disabled Rehabilitation Scheme (DDRS),
2. Assistance to Disabled Persons for Purchase/Fitting of Aids/Appliances Scheme (ADIP),
3. Scheme for Implementation of Right of Persons with Disabilities Act, 2016 (SIPDA) with the following broad components:
(i) Creation of barrier free environment for Persons with Disabilities,
(ii) National Action Plan for Skill Development of Persons with Disabilities (PwDs),
(iii) Accessible India Campaign,
(iv) Establishment of District Disability Rehabilitation Centre (DDRC) in the Identified Districts,
(v) Unique Disability Identification (UDID) Project, and
(vi) Composite Regional Centre for Skill Development, Rehabilitation & Empowerment for Persons with Disabilities.
4. Scholarships for Students with Disabilities,
5. State Spinal Injury Centre.
