(c) the time by which all the proposals are likely to be cleared so as to protect the farmers from distress sale?

Answer given by the minister

MINISTER OF STATE IN THE MINISTRY OF AGRICULTURE AND MINISTER OF STATE IN THE MINISTRY OF CONSUMER AFFAIRS, FOOD AND PUBLIC DISTRIBUTION (PROF. K.V. THOMAS)

(a) & (b): During the last 3 years (2007-08 to 2009-10), the Department has received 30 proposals under Market Intervention Scheme (MIS) from various states. The details of the proposals year-wise, state-wise, indicating the status are Annexed. Out of these 30 proposals, 25 proposals were approved and remaining 5 could not be approved as the same could not fulfill the criteria fixed for implementation of MIS.

(c): MIS is being implemented on the request of State Governments, provided it fulfills the basic criteria for implementation of MIS. Moreover, MIS is implemented for agricultural commodities, which are generally perishable in nature. Hence, the proposals received and not agreed earlier, cannot be considered at a later stage.
