Question : Deputation of Civil Servants

(a) whether the Government has any proposal to bring in changes with regard to the deputation of civil servants from State Cadre to the Centre;
(b) if so, the details thereof;
(c) whether many of the States are not in favour of IAS rule tweak and wrote against the proposal;
(d) if so, the details thereof; and
(e) whether the Government has taken any action thereon and if so, the details thereof and if not, the reasons therefor?

(a) & (b): The Cadre Rules of all three All India Services viz IAS, IPS and IFoS contain provisions governing the central deputation of AIS officers. However, State Governments have not been sponsoring adequate number of officers for central deputation.

Accordingly, in terms of the provisions contained in Section 3 of All India Services Act, 1951, comments have been sought from States/UTs on a proposal to amend Rule 6(1) of respective cadre rules.
