Question : ALLOCATION OF FOODGRAINS



(a) the State-wise details of allocation of foodgrains made to various states from the central pool during the last three years;

(b) whether some State Governments including Gujarat and Tamil Nadu have been requesting for enhancement in quota of foodgrains;

(c) if so, the details thereof and the extent to which the requests from the States have been acceded particularly with regard to Gujarat and Tamil Nadu;

(d) whether the Government proposes to allocate additional foodgrains to Tsunami hit States particularly Tamil Nadu; and

(e) if so, the details thereof?

(a): State-wise details of allocation of foodgrains under Targeted Public Distribution System (TPDS) for the last three years is at Annexure-I. The allocation to these States in respect of Welfare Schemes for the last three years is at Annexure-II.

(b) & (c): Some States had requested for increase in allocation of foodgrains under TPDS. No such request could be agreed to as allocation under TPDS is made uniformly to all States/UTs at the prescribed scale of 35 kg per family per month for each category viz. Above Poverty Line (APL), Below Poverty Line (BPL) and Antyodaya Anna Yojana (AAY). No request for enhancement of allocation of foodgtrains under TPDS has been received from Gujarat and Tamil Nadu. The allocation of foodgrains under TPDS is not demand based. It is made on the basis of number of families identified and ration cards issued by each State/UT subject to the population projection of the Registrar General of India as on 01.03.2000 and the State wise poverty estimates of the Planning Commission for 1993-94, whichever is less.

The allocation under Welfare Schemes is made by different nodal Ministries according to number of eligible beneficiaries identified by each State/UT as per the guidelines for each Welfare Scheme.

(d) & (e): No additional allocation of foodgrains under TPDS or food based Welfare Schemes has been made to Tsunami hit States including Tamil Nadu.
