Question : US SUPPORT FOR ANTI NAXAL OPERATION



(a) whether Ministry of Home Affairs has sought a detailed report from the Government of Chhattisgarh on the Visit of American Mission Officials to Raipur;

(b) if so, the details of report received from the State Government;

(c) whether United States has offered to assist State Government of Chhattisgarh in Anti-Naxal Operations;

(d) if so, the details thereof;

(e) the reaction of the Union Government in allowing the involvement of a foreign country in our internal security and law and order issue in the State; and

(f) the manner in which the Government proposes to check human right violation in the State?

(a) to (e): As per the report received from the Government of Chhattisgarh, two officials from American Consulate, Mumbai, had met the Additional Chief Secretary in his Mantralaya Chamber during their visit to Raipur in may, 2006. It was a courtesy call and they wanted to know about the efforts being made by the State Government to combat naxalite violence. They also desired to know whether the State Govt. would seek humanitarian assistance for the relief camps under threat from the naxalites where a large number of tribals are staying. The Additional Chief Secretary, Government of Chhattisgarh, had told these officials that the State Government was making all possible efforts to combat this menace with the full support from the Central Government and there was no need to seek any American assistance to combat this threat.

(f): There have been no such instances of human rights violation reported from the State. The security forces, while undertaking anti-naxalite operations, remain sensitized about the human rights of the people.
