Question : Functioning of RCI

(a) whether a number of MPs are being nominated in the General Council of Rehabilitation Council of India(RCI) as per the provisions of the RCI Act and if so, the number of MPs currently in it ;

(b) the details of institutes/organisations recognized by RCI for running its approved courses, State/UT-wise and course-wise ;

(c) whether the workload in the RCI has increased manifold due to increase in the number of institutes/organisation getting recognized by it, if so, the steps taken by the RCI for meeting these extra workload along with the steps taken for arranging extra office space and manpower availability in this regard ; and

(d) whether the regular sanctioned posts, both promotional/direct recruitment remain unfilled for a long period in the council affecting the functioning of RCI, if so, the details thereof, post-wise along with the respective time period of keeping the vacancy unfilled, the reasons therefor and the reaction of the Government thereto?

(a) As per Section 3(h) of the Rehabilitation Council of India Act, 1992, three Members of Parliament are to be nominated to the General Council of RCI, out of which two Members from Lok Sabha and one Member from Rajya Sabha. Currently, one Member from Rajya Sabha stands nominated to the General Council of RCI.
(b) The details of RCI approved institutes/ organisations running RCI approved courses State/UT-wise are at Annex-I. The number of batches in institutions course-wise is at Annex-II.
(c) Yes, the activities of the RCI have increased manifold in the last two decades. Contractual staff has been engaged under the projects/schemes of the Council from time to time to meet the extra workload. Moreover, the manpower is also engaged on outsourced basis as required.
The Council has its office building on a small piece of land measuring 600 sq. Mtr (appx). allotted by DDA. Due to inadequate office space, the Council has taken about 1500 sq. ft. basement office space on rent in the village Katwaria Sarai, New Delhi.
(d) The RCI is a statutory body with administrative and functional autonomy. The Government provides financial support to the Council every year. The details of sanctioned posts and vacancy position in RCI are at Annexure-III.
