Question : Autonomous District Councils

(a) whether the Government has created Autonomous District Councils of the Hill areas of the North Eastern States;

(b) if so, the total funds granted/released during the last one year and the current year, State and Autonomous District Council-wise;

(c) whether there is any policy for adoption of a uniform pattern of Autonomous District Councils in the Hill areas of the North Eastern States on the lines of the uniform pattern adopted for the Panchayat Systems in other parts of the country; and

(d) if so, the details thereof and if not, the reasons therefor?

(a) : At present, the following Ten (10) Autonomous Councils/Autonomous District Councils are constituted under the Sixth Schedule to the Constitution of India:-

Assam
(1) Karbi Anglong Autonomous Council (KAAC)
(2) North Cachar Hills Autonomous Council (NCHAC)
(3) Bodoland Territorial council (BTC)

Meghalaya
(4) Khasi Hills Autonomous District Council (KHADC)
(5) Jaintiya Hills Autonomous District Council (JHADC)
(6) Garo Hills Autonomous District Council (GHADC)

Tripura
(7) Tripura Hills Autonomous District Council (TTAADC)

Mizoram
(8) Lai Autonomous District Council (LADC)
(9) Mara Autonomous District Council (MADC)
(10) Chakma Autonomous District Council (CADC)

Besides, six Autonomous District Councils have been set up in the State of Manipur under the Manipur (Hill Areas) District councils Act, 1971.

(b) : State plan funds as well as founds for Centrally Sponosored Schemes (CSS) are released to the State Government for implementation of various schemes. In turn, State Government are providing founds to the Autonomous Councils for implementation of various developmental schemes in their area. Apart from this the details of funds released by the Ministry of Development of North Eastern Region (DoNER) to the concerned State Government for various projects during last year and current year are as under:

(c) & (d) : At preset there is no such proposal. However, the State Government of Manipur has taken action to enhance the autonomy of the existing Autonomous Councils set up in the State.
