Question : GPS on PDS Vehicles

(a) whether the Government proposes to equip the trucks/vehicles carrying Public Distribution System (PDS) supplies with Global Positioning System (GPS) and Radio-Frequency Identification (RFID) devices to check diversion of foodgrains;
(b) if so, the details thereof;
(c) the details of other steps being taken by the Government for effective implementation of PDS and also to ensure that the ration items are properly and timely delivered to the fair price shops and do not make their way to the open market as well as to curb their hoarding; and
(d) the details of the quantum and price of foodgrains distributed under PDS during the last three years?

(a) & (b): No Madam. In order to curb diversion and leakages of foodgrains meant for TPDS, a scheme for Installation of Global Positioning System (GPS) sets was taken up for implementation in 11th Five Year Plan on pilot basis in the States of Tamil Nadu and Chhattisgarh for tracking the movement of vehicles transporting Targeted Public Distribution System (TPDS) commodities. Further, due to implementation of a Plan Scheme on End–to–end Computerization of TPDS Operations during the 12th Five Year Plan to ensure transparency and check leakages/diversion in the TPDS system which includes supply chain management, this scheme has been discontinued.

(c): Strengthening and streamlining of Targeted Public Distribution System (TPDS) is a continuous endeavour. To improve functioning of TPDS and effective implementation of it, Government has been regularly issuing advisories and holding meetings, conferences, etc. wherein State/UT Governments are requested for review of list of beneficiaries, improving the offtake of allocated foodgrains, ensuring timely availability of foodgrains at Fair Price Shops (FPSs), greater transparency in functioning of TPDS, improved monitoring and vigilance at various levels, improving the viability of FPS operations, etc. The National Food Security Act (NFSA), 2013 also contains measures for reforms in TPDS, to be under taken progressively by the Central and State/UT Governments. These reforms include cash transfer, door-step delivery of foodgrains at the FPS, application of information and communication technology tools including end to end computerization preference to public institutions/bodies in licensing of FPS,etc. Further, TPDS (C) Order, 2015 inter-alia requires State Government to take following important steps for reforming TPDS:-
1. Ensure through Authorised Agency, Physical delivery of foodgrains at FPS.
2. Obtain Monthly certificate confirming delivery of allocated foodgrain at FPS and its distribution to eligible household.
3. Application of IT tools for functioning of PDS.
4. Ensure monitoring of end-to-end operations of TPDS through electronic platform.
5. Notify Internal Grievance Redressal Mechanism.
With a view to reform and modernize the Targeted Public Distribution System (TPDS), Government has initiated a plan scheme on ‘End-to-end Computerization of TPDS Operations during 12th Five Year Plan (2012-17) on cost sharing basis with the States/UTs. The Costs are being shared on 90:10 basis with North Eastern States and on 50:50 basis with other States/UTs. This scheme comprises activities, namely, digitization of ration cards/beneficiary and other databases, computerization of supply-chain management, setting up of transparency portals and grievances redressal mechanism. As part of beneficiary data digitization, States/UTs have been requested to seed the Aadhaar numbers wherever available so as to weed out the ineligible/bogus/duplicate beneficiaries. Further, guidelines for Fair Price Shop (FPS) automation have been sent to All States/UTs on 11.11.2014. FPS automation involves, installation of Point of Sale (PoS) devises at FPS for biometric authentication of beneficiaries, recording of sales to beneficiaries at the FPS, and uploading of transaction data in central server.

(d): TPDS is operated under the joint responsibility of the Central and the State/UT Governments. Central Government is responsible for procurement, allocation and transportation of foodgrains upto the designated depots of the Food Corporation of India. The operational responsibilities for distribution of foodgrains within the States/UTs rest with the concerned State/UT Governments.
State/UT wise statement showing allocation of foodgrains and the quantity of foodgrains lifted by the State/UT Govts. for distribution during the last three years is at Annex I&II.
Under NFSA, foodgrains are provided to beneficiaries at a highly subsidized rate of Rs.3/2 per kg for rice and wheat respectively. Allocation of foodgrains for Below Poverty Line (BPL) families is Rs. 5.65/4.15 per kg for rice and wheat respectively. Allocation of foodgrains for Above Poverty Line (APL) families is Rs. 7.95 per kg for rice (common)/Rs. 8.30 per kg for rice (grade ‘A’) and Rs. 6.10 per kg for wheat.
