Question : WELFARE SCHEMES FOR FISHERMEN



(a) the welfare schemes formulated by the Government for the welfare of fishermen;

(b) the schemes specifically formulated to provide timely signals to the fishermen going for fishing in the sea;

(c) the funds allocated for this purpose to each State and UTs particularly for the Daman & Diu; and

(d) the steps taken by the Government to improve the condition of fishermen?

(a): The Government of India is implementing a Centrally Sponsored `National Welfare of Fishermen` scheme for the welfare of fishermen. The scheme has the following three components:- i. Group Accident Insurance for Active Fishermen; ii. Development of Model Fishermen Villages; and iii. Saving-cum-Relief for Marine Fishermen.

(b) & (c): The Ministry is not implementing any scheme to specifically provide timely signals to the fishermen going for fishing in the sea. However, India Meteorological Department (IMD) has established six warning centres located at Mumbai, Ahmedabad, Calcutta etc. to provide advance warning in case of adverse weather conditions and cyclones for the entire east and west coasts. Warnings generated by these Cyclone Warning Centres are widely disseminated through various means of communication, such as the radio, telex, wireless, facsimile and also through satellite communications.

(d): The welfare schemes being implemented by the Government of India have been formulated after assessing the socio-economic condition of fishermen. Under these schemes, fishermen or their dependents are not only provided compensation in case of temporary or permanent disability or death but also houses, tubewells & community halls are being provided in fishermen villages. Besides, financial assistance is also given to marine fishermen during monsoon period, when they are unable to operate their traditional crafts due to turbulent sea conditions.
