Question : Utilization of Funds under Jal Jeevan Mission

Will the Minister of JAL SHAKTI be pleased to state:
(a) the details of the utilization of funds under Jal Jeevan Mission (JJM) in Uttar Pradesh specific to the districts of Gonda-Behraich and Pratapgarh, along with Pali and Jodhpur districts of Rajasthan;
(b) whether the Government has set a date for universal coverage of the scheme in Uttar Pradesh and Rajasthan and the expected timeframe for the same;
(c) the details regarding any measures taken by the Government to provide pH regulated tap water in the said districts of Uttar Pradesh and Rajasthan;
(d) whether the Government has framed a plan to collaborate with private sector players for implementation of the mission; and
(e) if so, the details thereof and if not, the reasons therefor?

(a) & (b) Since August 2019, Government of India, in partnership with States, is implementing Jal Jeevan Mission (JJM) to make provision of tap water supply to every rural household of the country, including those in Gonda-Behraich and Pratapgarh districts of Uttar Pradesh and Pali and Jodhpur districts Rajasthan, by 2024.
District wise fund allocation is not made and maintained at this Department level. However, details of Central fund allocated, fund drawn and fund utilization reported by the State of Rajasthan and Uttar Pradesh under Jal Jeevan Mission in 2019-20, 2020-21, 2021-22 & 2022-23 (as on 18.07.2022) are as under:

(c) Under JJM, for ensuring safe drinking water supply, BIS 10500 is adopted as a standard for various water quality parameters, including pH. The States/ UTs have been advised to carry out testing of drinking water sources at least once in a year for chemical and physical parameters and twice in a year for bacteriological parameters. To enable States/ UTs to test water samples, more than 2000 water quality testing labs are functional. A Water Quality Management Information System (WQMIS) has been developed for online reporting of water sample registration, test result and remedial action.

States/ UTs have also been advised to identify and train 5 persons, preferably women, in each village viz. ASHA workers, health workers, VWSC members, teachers, etc. to conduct water quality tests using FTKs/bacteriological vials at village level and report the same on the portal.
Further, to encourage water quality testing to ensure potable drinking water supply, States/ UTs have been advised to open water quality testing laboratories to general public for testing of their water samples at a nominal rate. Also, upto 2% of the allocation to States/ UTs can be utilized for Water Quality Monitoring & Surveillance (WQM&S) activities.
(d) & (e) Drinking Water being a State subject, it is States, who plan, design, approve and implement drinking water supply schemes. Government of India supplements the efforts of the States by providing technical and financial assistance. State Governments do involve private partners for planning, preparation of detailed project reports (DPRs), implementation of the projects, etc., as per their needs.
