Question : URBAN GOVERNANCE AND HOUSING FOR ALL



(a) whether urban governance and housing for all is a major challenge to the Government involving large scale commitment of resources in terms of finances, land and technical manpower etc.;

(b) if so, the details thereof;

(c) whether the Government has urged the States and other stakeholders to identify strategies to achieve the goal in a holistice and comprehensive manner and if so, the details thereof and the reaction of the States and other stakeholders;

(d) whether the Government periodically reviews schemes/projects undertaken to make cities slum free and if so, the details thereof including the targets fixed under such schemes/projects and achievements made so far; and

(e) the details of the steps taken by the Government for achieving the goals of housing for all and effective urban governance?

THE MINISTER OF HOUSING & URBAN POVERTY ALLEVIATION (SHRI M. VENKAIAH NAIDU)

(a) to (c), and (e): Yes, Madam. Government has set the target for providing pucca houses to all by 2022 as announced in the President’s address to Joint Session of both the Houses of Parliament on 9th June 2014. Government, at present, is holding consultation with various stakeholders for this purpose.

(d): Yes, Madam. Government periodically reviews its schemes/projects.

Under its current scheme of Jawaharlal Nehru National Urban Renewal Mission (JNNURM), a total of 1517 projects with a total project cost of Rs. 37,514.39 crores and Central Share of Rs. 20,169.32 crores were approved for construction/up gradation of total 14,41,231 dwelling units (DUs), out of which 8,31,041 have been completed.

A total of 166 projects with a total project cost of Rs. 6472.06 crores involving Central Share of Rs. 3531.19 crores have been approved for construction of total 1,20,912 dwelling units (DUs) under Rajiv Awas Yojana (RAY), out of which 1154 have been completed.

Under Affordable Housing in Partnership (AHP), a total of 18 projects for construction of 20,472 DUs have been sanctioned, out of which 4,528 have been completed.
