Question : CHILD LABOUR IN HAZARDOUS OCCUPATIONS



(a)the details of occupations/industries including processes notified as hazardous for child labour;

(b)the approximate number of children employed in such occupations including cotton and circus industries in various parts of the country, State/occupation-wise;

(c)the stringent action taken against such employers during each of the last three years and the current year; and

(d)the effective steps taken by the Government to check the practice of employing child workers in the said industries including cotton and circus industries in the country?

(a): The details of occupations and processes where child labour is prohibited under Child Labour (Prohibition & Regulation) Act, 1986, are at Annexure-I.

(b): According to the Census 2001 figures, there were 1.26 crore working children in the age group of 5-14 in India, out of which approximately 12 lakhs children were working in the hazardous occupations/processes which are covered under the Child Labour (Prohibition & Regulation) Act i.e. 18 occupations and 65 processes. However, as per Census 2011, the number of working children in the age group of 5-14 years has reduced to 43.53 lakh. The details of children working in hazardous occupations and processes as per Census 2011 are not available.

(c) & (d): The Child Labour (Prohibition & Regulation) Act, 1986 prohibits the employment of children below the age of 14 years in 18 Occupations and 65 Processes which include cotton and circus industries. The Act also regulates the working conditions of children where they are not prohibited from working. Any person who employs a child in any occupation or process where employment of children is prohibited under the Child Labour Act, is

liable for punishment with imprisonment or with fine. As per the informatic` received from the States, the details of violations detected, prosecutions, launched, convictions made against the guilty employers under Child Labour

(Prohibition & Regulation) Act, 1986 during the last three years and current year are as under:

For rehabilitation of child labour the Government is implementing the National Child Labour Project Scheme since 1988. The scheme seeks educational rehabilitation of children working in hazardous occupations and processes. Under the Project, children rescued/withdrawn from work are enrolled in the NCLP Special Training Centres which have the provisions of bridge education, vocational training, mid day meal, stipend, health care, etc. before being mainstreamed into formal education system. The Scheme also envisages awareness activities against the evil of child labour and enforcement of Child Labour (Prohibition & Regulation) Act, 1986.
