Question : Regulations for Foreign Medical Graduates

(a) whether National Medical Council has recently released draft regulations for Foreign Medical Graduates (FMGs) and if so, the details thereof;

(b) whether FMGs have to qualify National Exit Test (NEXT) in place of FMGE as per regulations;

(c) whether the regulation stipulates that FMGs have to clear NEXT within two years of completing their MBBS abroad and if so, reasons for putting this condition for FMGs;

(d) whether NEXT is also implemented with same terms and conditions for MBBS students studied in the country for getting licence to practice, if so, the details thereof;

(e) if not, justification for showing discrimination towards FMGs particularly with regard to fixing of two years time line to clear NEXT; and

(f) whether the Government proposes to withdraw such discriminatory condition towards FMGs and if not, the reasons therefor?

(a) to (f): The National Medical Commission (NMC) has notified Foreign Medical Graduate Licentiate Regulations, 2021 on 18th November, 2021. FMGs who are desirous to practice medicine in India are required to qualify National Exit test or such other mandated test or tests conducted by the NMC.
Further, Clause 15 (1) of the National Medical Commission Act, 2019 prescribes a common final year undergraduate medical examination, to be known as the National Exit Test for granting licence to practice medicine as medical practitioners and for enrolment in the State Register or the National Register, as the case may be, for both Indian medical graduates and Foreign medical graduates.
