Question : Assistance under BADP


(a) the funds spent so far on the development of villages located along with the international border of the country under the Border Area Development Programme (BADP) during the last three years and the current year;

(b) the funds spent so far on the development of villages of Bihar along the Nepal border under the said programme during the said period;

(c) whether projects/schemes are run in bordering villages under this programme and there is partnership of State Government also in these schemes; and

(d) if so, the details thereof?

(a) & (b): the details of funds released under Border Area Development Programme (BADP) during the last three years (2015-16 to 2017-18) and the current year (2018-19) to the 17 States along the international land borders of the country including Bihar is given in the table below:

(c)& (d): The Programme was a 100% centrally sponsored gap filling till 2015-16. However, from 2016-17, on the recommendations of the Sub-Group of Chief Ministers, it has been classified as a Core Centrally Sponsored Scheme (CSS) and is now part of the National Development Agenda. The funding pattern of BADP (like other Core CSSs), in respect of 8 North Eastern States (viz. Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim and Tripura) & 3 Himalayan States (viz. Himachal Pradesh, Jammu & Kashmir and Uttarakhand) is in the ratio 90:10 and in respect of 6 other States (viz. Bihar, Gujarat, Punjab, Rajasthan, Uttar Pradesh and West Bengal) is in the ratio 60:40.
