Question : Funds Allocation for Road Safety Mechanism

(a) the number of road accidents that have taken place in the country during each of the last three years and the current year along with the number of persons died therein, State-wise;

(b) whether the Government has laid down any system to grant funds to the State Governments to strengthen the road safety;

(c) if so, the details of funds allocated during the said period, State-wise;

(d) whether the Government proposes to allocate more funds to the States registering higher number of accidents; and

(e) if so, the details and status thereof?

(a) State/UT-wise details of total number of road accidents and persons killed in road accidents during the years 2011 to 2014 are given at Annexure I and II respectively.

(b) to (e) Allocation of funds for development of National Highways including road safety are made to States / Union Territories and different agencies (National Highway Authority of India, Border Road Organization, National Highway Infrastructure Development Corporation Limited, etc). A sanction ceiling of Rs 500 Crore for rectification of identified road accident black spots on National Highways during the year 2015-16 has been earmarked for the entire country under NH (O). No separate state-wise distribution of this amount was made. The sanction of proposals is decided to be regulated for all states on first come first served basis. No separate allocation is made for Road safety. Besides, Ministry of Road Transport & Highways also provides grants - in - aid to the States or agency authorized by States for setting up of Institute of Driving Training and Research (IDTR) and Inspection and Certification (I&C) Centre. The details of fund released for setting up of IDTR and I & C Centre during 2012 – 13 to 2015 – 16 (upto 29.02.2016) is at Annexure III.
