Question : Indian Railways Works Manual

(a) whether the cases of violation of provisions of Indian Railways Works Manual in management, review, monitoring and maintenance of land, buildings, roads and other property have come to the notice of the Government during each of the last three years and the current year and if so, the details thereof, zone-wise and the reasons therefor;

(b) the present status of such cases;

(c) whether the Government has provided adequate funds for repair and maintenance of Railways roads, institutions and buildings during the last three years and if so, the details thereof, zone-wise and if not, the reasons therefor;

(d) the details of the financial support received by the Railways from private players for repair and maintenance of roads, institutions and buildings during the said period, zone-wise; and

(e) the other steps taken by the Government in this direction?

(a) & (b) References in this regard are received from various sources at sub-divisional Office/Divisional Office/ Zonal Railway

Headquarters and in the Ministry from time to time. Receipt of such references is a continuous process. As such, centralized compendium of the same is not maintained. After examination of the issues mentioned in the references, Railways take action as appropriate depending upon availability of the resources.

(c) Details of funds allotted for repair and maintenance of Railways roads, institutions and buildings during the last three years are appended.

(d) & (e) Railways do not take any financial assistance from private players. Railways maintain and repair their roads, institutions and buildings through their own funds. However, recently instructions have been issued for grant of ‘No Objection Certificate’ (NOC) to local bodies/State Governments for major repairs/improvement of roads and footpaths at their own cost in Railway land/premises.
