(a) whether the Government has formulated any new plan for conservation of rural water bodies and ground water recharge across the country;
(b) if so, the details thereof; and
(c) the concrete steps taken by the Government for sustainability of drinking water supply in rural areas of the country including Latur district of Maharashtra and Chatra District of Jharkhand?

(a) to (c) Government of India launched Jal Shakti Abhiyan which is a time bound campaign with a mission mode approach intended to improve water availability including ground water conditions in the water stressed blocks of 256 districts in India. In this regard, teams of officers from Central Government along-with technical officers from Ministry of Jal Shakti were deputed to visit water stressed districts and to work in close collaboration with district level officials to undertake suitable interventions for sustainable water management.

Water being a State subject, initiatives on water management including conservation and artificial recharge to ground water in the Country is primarily States’ responsibility. Rural water supply is a State subject and Government of India supplements the efforts of the States by providing financial and technical assistance. To enable every rural household to have Functional Household Tap Connection (FHTC) by 2024, Government of India has launched Jal Jeevan Mission (JJM), with an outlay of Rs.3.60 lakh Crore. This Mission, under the Department of Drinking Water and Sanitation, will focus on integrated demand and supply side management of water at the local level, including creation of local infrastructure for source sustainability like rainwater harvesting, groundwater recharge and management of household wastewater for reuse in agriculture.

Central Government supports construction of water harvesting and conservation works primarily through Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) and Pradhan Mantri Krishi Sinchayee Yojana – Watershed Development Component (PMKSY-WDC).

As per Management Information System (MIS), the detailed works of renovation of traditional water bodies completed during last five years under MGNREGS including in Maharashtra and Jharkhand is given at Annexure I.
As per information received from Ministry of Rural Development, as on 31.10.2019, Rs. 17751.75 crore has been released to States including Maharashtra and Jharkhand as Central share for implementation under PMKSY-WDC. State wise details of watershed projects sanctioned, area covered by the projects and funds released as Central share are given at Annexure-II. Further, as per the information received from the States, between 2014-15 to 2019-20 (upto Sept. 2019), total 6,08,384 water harvesting structures were created/rejuvenated. State wise details are given at Annexure-III.

The total projects sanctioned and area covered by the projects in Latur district of Maharashtra and Chatra District of Jharkhand under WDC-PMKSY is as under:
