Question : SUPER SPECIALITY HOSPITALS IN DELHI



(a) whether two hospitals Rajiv Gandhi super speciality hospital, East Delhi and Janakpuri super speciality hospital, West Delhi are still not fully functional;

(b) if so, the details thereof and the reasons therefor;

(c) whether National Human Rights Commission has also issued a notice to the Delhi Government in this regard and if so, the details thereof;

(d) the details of estimated cost and the actual cost of these hospitals; and

(e) the steps taken/being taken by the Government to operationalise these hospitals for patients as early as possible?

(a) & (b): Government of NCT of Delhi has informed that both the hospitals are presently providing part services. Janakpuri Super Specialty Hospital is running OPD services with an average of 10,000 to 11,000 patients per month and is providing clinical services in Cardiology OPD, Neurology OPD, Nephrology OPD, Day care observation facilities, ECG services, Rehabilitation services like Physiotherapy, Occupational therapy and speech therapy, Pathology and cytology laboratory, Microbiology and Biochemistry laboratory, Radiology services, Pharmacy and EEG/ EMG lab.Whereas Rajiv Gandhi Super Specialty Hospital is providing OPD services to patients and clinical services in Gastroenterology Endoscopy, day care dialysis facilities, Non-invasive cardiology services such as Echo-cardiography, stress echo-cardiography, treadmill test and ECG, Laboratory services.

(c): The National Human Rights Commission took suomotu cognizance of a report published on 14.7.2014 in a newspaper regarding lack of access to specialized medical care as in-patients in Rajiv Gandhi super speciality Hospital, East Delhi and Janakpuri super speciality hospital West Delhi, 16 year after the projects were started. The Commission issued notice to the Chief Secretary, Government of NCT of Delhi on 22.7.2014, for submission of detailed report within four weeks.

(d): Capital cost of Janakpuri Super Specialty Hospital and Rajiv Gandhi Super Specialty Hospital isRs. 73.67 Crore and Rs. 153.68 Crore respectively.
In addition, funds are released on annual basis by the Finance Department, Govt. of NCT of Delhi for meeting the expenditure towards administrative cost, equipment cost and maintenance cost, etc.

(e): The steps taken by the Government of NCT of Delhi to further operationalize indoor services in these Hospitals include:
1. Installation of Medical Gas Pipe Line Services (MGPS). 2. Procurement of diagnostic equipment and cardiology equipment. 3. Creation of posts of doctors and nurses and their recruitment.
