Question : Incubation Centres for Apparel Manufacturers

(a) whether the Union Government has introduced the concept of Incubation Centres for Apparel Manufacturing in the 12th plan period;

(b) if so, the details thereof;

(c) whether the Union Government has received any proposal from the various State Governments including Rajasthan and Gujarat since the inception of the scheme;

(d) if so, the details thereof, State-wise; and

(e) the action taken by the Union Government on these proposals along with the budgetary allocation made in this regard state-wise?

(a) & (b): Yes, Madam. Government has introduced the Scheme for Incubation Centre in Apparel Manufacturing in the 12th Plan period with a total outlay of Rs. 38.8 crores for setting up three Incubation Centre @ Rs. 12.93 crores per Incubation Centre on Pilot Basis. The objective of the scheme is to promote new entrepreneurs in apparel manufacturing by providing them an integrated workspace with complete ecosystem and plug and play facility.

(c) to (e): Only three State Government Agencies, namely Haryana State Industrial Infrastructure Development Corporation (HSIIDC), Odisha State Cooperative Spinning Mills Federation Ltd. (SPINFED), and Industrial Infrastructure Development Corporation (IIDC), MP have so far applied for setting up Incubation Centres under the Scheme for Incubation Centre in Apparel Manufacturing. The proposal of HSIIDC and SPINFED has been sanctioned with GoI grant of Rs. 12.93 crores/per centre. IIDC, Madhya Pradesh was advised to revise the project design keeping in view the overall feasibility of the project.
