STATEMENT REFERRED TO IN REPLY TO PART (a) TO (d) OF THE LOK SABHA STARRED QUESTION NO.221 FOR 14/12/2021 REGARDING RURAL DEVELOPMENT AND POVERTY ALLEVIATION SCHEMES
(a) The Department of Rural Development, Ministry of Rural Development (MoRD) is implementing a number of welfare schemes for rural areas of the country viz., Mahatma Gandhi National Rural Employment Guarantee Scheme (Mahatma Gandhi NREGS), Pradhan Mantri Awaas Yojana – Gramin (PMAY-G), Pradhan Mantri Gram Sadak Yojana (PMGSY), Deendayal Antyodaya Yojana – National Rural Livelihoods Mission (DAY-NRLM), Deen Dayal Upadhayay – Gramin Kaushalya Yojana (DDU-GKY), Rural Self Employment Training Institutes (RSETIs), National Social Assistance Programme (NSAP) and Shyama Prasad Mukherji Rurban Mission (SPMRM) to alleviate poverty in rural areas and to bring about overall improvement in the quality of life of the people in rural areas, strengthening of livelihood opportunities, providing minimum guaranteed employment, promoting self-employment, skilling of rural youths in various useful trades and entrepreneurship qualities, infrastructure development and provision of social assistance. Further, Department of Land Resources (DoLR), MoRD is implementing Watershed Development Component (WDC) of Pradhan Mantri Krishi Sinchayee Yojana (PMKSY) which is principally for development of rainfed portions of net cultivated area and culturable wastelands.
The details of the funds sanctioned/allocated/released and utilized under various rural development and poverty alleviation schemes of MoRD during each of the last three years, separately in each of the North-Eastern (NE) States, Karnataka particularly in Davangere district, Tamil Nadu particularly in Cuddalore district, Rajasthan particularly in Ajmer, Jaipur and Rajsamand districts, wherever applicable scheme-wise, are given at Annexure – I.
(b) The achievements made in the above States/districts during the said period under each scheme are given at Annexure – II.
(c) The number of people benefited in the above States/districts under each of these schemes is given at Annexure – III.
(d) MoRD accords emphasis on proper implementation of all its rural development schemes. In order to ensure that the programme benefits reach the rural poor, the Ministry has evolved a comprehensive multi-level and multi-format system of monitoring and evaluation of the implementation of rural development programmes, including Performance Review Committee Meetings, District Development Co-ordination and Monitoring Committee (“DISHA”) meetings, National Level Monitors (NLMs), Area Officers Schemes, Common Review Mission, Concurrent Evaluation and Impact Assessment Studies. Social Audits are also conducted by some Schemes like Mahatma Gandhi NREGS and PMAY-G. Third-Party evaluation of the Schemes is also carried out regularly and actions, as appropriate, are taken on the findings. In addition to above, steps have also been taken to strengthen transparency and accountability using transaction based IT systems for MIS which include geo-tagging of assets, Direct Benefit Transfer (DBT), National electronic Fund Management System (Ne-FMS), Aadhaar Based Payment System (ABPS), Software for Estimate Calculation using Rural rates for Employment (SECURE) and establishment of independent social audit units and appointment of Ombudsman. State specific reviews of States/UTs are also undertaken from time to time.
