Question : Irregularities in BADP

e pleased to state:

(a) whether the Government is aware of alleged nexus between contractors and engineers and large scale irregularities including compromising with quality in the construction of roads, bridges and buildings, under the Border Area Development Programme (BADP) in the country particularly in Bihar and if so, the details thereof;

(b) the number of complaints received in this regard during the last three years, state and year-wise;

(c) whether the Government has investigated the said complaints and if so, the action taken thereon; and

(d) whether the Government proposes to send any Central team to inspect the construction works taken under BADP on an annual basis and if so, the details thereof?

STATEMENT REFFERED TO IN REPLY TO THE LOK SABHA STARRED QUESTION NO.*136 FOR 26.07.2016.

(a) to (c): Planning and implementation of the Border Area Development Programme (BADP) is the primary responsibility of the State Government. Complaints received on the irregularities on implementation including compromising with quality in the construction of roads, bridges and buildings under the BADP are forwarded to the State Governments for appropriate action. A statement showing the complaints received during the last three years year-wise and State-wise is enclosed.

(d): There is no proposal presently under consideration of the Government to send Central teams to inspect the construction works taken under the BADP on annual basis. However, as per the BADP guidelines, there is a provision of Third Party Inspection of the BADP schemes by the Third Party Inspection Agency appointed by the State Government. All the State Governments of 17 BADP States namely Arunachal Pradesh, Assam, Bihar, Gujarat, Himachal Pradesh, Jammu

and Kashmir, Manipur, Meghalaya, Mizoram, Nagaland, Punjab, Rajasthan, Sikkim, Tripura, Uttar Pradesh, Uttarakhand and West Bengal have appointed the Third Party Inspection Agency in their respective State to inspect the BADP schemes for an independent feedback on the quality of work and other relevant issues. Besides this, State Governments of 17 BADP States have also appointed senior officers of the State Government as Nodal Officer for regular visits of the block assigned to them to oversee the implementation for BADP schemes.
