Question : Linkage of Aadhaar Card with DBT

(a) whether linkage of Aadhaar Card is mandatory under the Direct Benefit Transfer of LPG (DBTL) scheme for all the LPG consumers to avail LPG subsidy and if so, the details thereof and the reasons therefor;
(b) whether any separate provision has been made to provide cooking gas subsidy without Aadhaar Card to rural folks and if so, the details thereof along with the number of consumers provided with cooking gas subsidy without Aadhaar Card so far;
(c) whether a large number of LPG consumers including BPL households, who do not have Aadhaar Card are likely to be deprived of the benefits of DBTL scheme due to its mandatory linkage with Aadhaar Card and if so, the details thereof;
(d) the corrective steps taken by the Government/Oil Marketing Companies in this regard; and
(e) the number of LPG consumers likely to be covered after making compulsory Aadhaar linkage to avail LPG subsidy?

STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (e) OF THE LOK SABHA STARRED QUESTION NO. 272, BY SHRI OM PRAKASH YADAV AND SHRI K. PARASURAMAN TO BE ANSWERED ON 5TH DECEMBER 2016 REGARDING “LINKAGE OF AADHAAR CARD WITH DBT”
(a) to (c) Since LPG subsidy is an expenditure incurred from consolidated fund of India, Government has in exercise of its powers under Section 7 of the Aadhaar Act, notified the following :-
(i) Individual desirous of availing LPG subsidies are required to furnish proof of possession of Aadhar or undergo Aadhaar authentication.
(ii) An individual desirous of availing LPG subsidies who is not yet enrolled for Aadhaar is required to make application for Aadhaar enrolment by 30th November 2016 in case he is entitled to obtain Aadhaar as per section 3 of Aadhar Act. Such individuals may visit any Aadhaar enrolement centre (list available at WWW.UIDAI.GOV.IN) to get enrolled for Aadhaar. As per the Regulation 12 of the Aadhar (Enrolment and update) Regulations, 2016, OMCs are required to offer enrolment facilities for the beneficiaries who are not yet enrolled for Aadhaar. Therefore, in case, there are no Aadhaar enrolment Centres located within Block/Tehsil/Taluka, OMCs may provide enrolment facilities at convenient locations in coordination with the existing Registrars of UIDAI or may provide Aadhaar enrolment facilities by becoming UIDAI Registrar.

All LPG consumers have been given sufficient time and for seeding of their Aadhaar Number, and no consumers including BPL households, have been deprived of the benefits of DBTL scheme due to linkage with Aadhaar Number.
(d) SMSs have been sent to all such LPG customers who have not seeded their Aadhaar number. Public Sector Oil Marketing Companies (OMCs) are dispatching letters also to all such customers informing the details of nearest Aadhaar enrolment centre etc to facilitate customers in obtaining Aadhaar number/enrolment ID.
(e) As on 29.11.2016, there are 17.00 crore LPG consumers are Cash Transfer Compliant (CTC) and are getting subsidy directly into their bank account.
