Question : Non Coking Coal

(a) whether the Government is aware of the country’s annual compound growth in consumption and dependence on non-coking coal, especially in Rajasthan;
(b) if so, whether the Government proposes to introduce schemes to reduce its consumption; and
(c) if not, the reasons thereof?

(a): The Annual compound growth rate of coal consumption in the country from 2018-19 to 2020-21 has been -2.9% and annual compound growth rate of coal supply by CIL to State of Rajasthan during the same period is -0.78 %.

(b) & (c): The Government has introduced schemes for granting coal linkages to consumers of power and Non-Power sector. The policy for granting coal linkage to power sector is under the Scheme of Harnessing and Allocating Koyala (Coal) Transparently in India (SHAKTI), 2017, dated 22.05.2017 and subsequently amended on 25.03.2019 and the policy for linkages for Non-Power sector was issued on15.02.2016. The policies enable consumers of different sectors to avail coal from the coal companies through long term Fuel Supply Agreements.
