Question : BOMB BLASTS IN WEST BENGAL



(a) whether incidents of bomb blasts/ explosion have been reported from different parts of the country including Burdwan and Murshidabad in West Bengal;

(b) if so, the details thereof and the investigations made along with the names of agencies involved therein;

(c) the names of the terrorist modules active in the country;

(d) whether any foreign terrorist module is alleged to have been involved in the said incidents and if so, the details thereof; and

(e) the measures taken by the Government to curb such activities and infiltration of foreigners particularly Pakistani and Bangladeshi nationals?

(a) to (e): A Statement is laid on the Table of the House.

STATEMENT IN REPLY TO PARTS (a) TO (e) OF LOK SABHA STARRED QUESTION NO. 24 FOR 25TH NOVEMBER, 2014.

(a) & (b) : A bomb explosion took place on 2nd October, 2014 in a two-storeyed building in Burdwan in which two persons were killed and one was injured. A case was registered by the local Police, which was later on taken over for investigation by the National Investigation Agency (NIA) on 10th October, 2014. Apart from this incident, one more incident of bomb blast took place in the hinterland of the country, when two IEDs exploded in a stationary train at the Chennai Central Railway Station on 1st May, 2014. This case is being investigated by the Tamil Nadu Police.

(c) : Thirty seven (37) organisations have been declared as Terrorist Organisations under the Unlawful Activities (Prevention) Act, 1967 (UAPA). The list of the names of these Terrorist Organizations is at Annexure.

(d): During investigation by the NIA into the Burdwan bomb blasts case, it has been disclosed that the arrested/injured/killed persons were members of a terror organization of Bangladesh, viz., Jamaatul Mujahideen Bangladesh (JMB).

(e): The Government of India, in coordination with the State Governments concerned, has adopted a multi-pronged approach to contain cross-border infiltration, which includes, inter-alia, strengthening of border management through multi-tiered deployment along international borders/Line of Control and infiltration routes, construction of border fencing, improved use of technology, better intelligence and operational coordination, synergizing intelligence flow to check infiltration and proactive action against terrorists within the country.

In addition, there is a very close and effective coordination amongst intelligence agencies at the Centre and the State levels. The Intelligence inputs about possible designs and threats are shared with the State Governments concerned on a regular basis. The Multi Agency Centre (MAC) has been strengthened and re-organized to enable it to function on 24x7 basis for real time collation and sharing of intelligence with other intelligence agencies and States, which ensures seamless flow of information between the State and the Central agencies. This has resulted in busting of many terror modules, thus neutralizing major terror attack plans.
