Question : Development of Textile Sector

(a) whether the Government has taken steps to specifically develop the textile sector in the State of Rajasthan and if so, the details thereof;

(b) whether the Government intends on the creation of textile hubs across the country, especially in the State of Rajasthan and if so, the details thereof; and

(c) the steps taken by the Government to provide an export-oriented boost to the textile sector, especially within the State of Rajasthan?

(a) & (b): Government is implementing various schemes viz the Amended Technology Upgradation Fund Scheme (A-TUFS), Production Linked Incentive (PLI) Scheme, Scheme for Integrated Textile Parks (SITP), Pradhan Mantri Mega Integrated Textile Region and Apparel (PM MITRA), SAMARTH- The Scheme for Capacity Building in Textile Sector, Integrated Processing Development Scheme (IPDS), Silk Samagra, National Handloom Development Programme, National Handicraft Development Programme (NHDP), Integrated Wool Development Programme (IWDP), National Technical Textile Mission (NTTM) etc. catering exclusively for development of textile sector as well as for creation of textile hubs in the country including the State of Rajasthan.

(c): The Government has taken following major initiatives/ measures in textile sector to boost exports on pan-India basis including the State of Rajasthan:

i) PM Mega Integrated Textiles Region and Apparel Parks (PM MITRA): The Government has approved setting up of Seven PM MITRA Parks in Greenfield/Brownfield sites with an outlay of Rs. 4,445 crore for a period of seven years upto 2027-28. The Scheme would lead to creation of a modern, integrated large scale, world class industrial infrastructure including plug and play facilities. These parks will enable the textile industry to become globally competitive, attract large investment and boost employment generation.

ii) The scheme of Rebate of State and central Taxes and Levies (RoSCTL) effective from March 2019 has been continued till 31st March 2024 for Exports of Apparel / Garments and made-ups in order to make the textile sector competitive in international market.



iii) The Government has approved the Production Linked Incentive (PLI) Scheme for Textiles, with an approved outlay of Rs 10,683 crore, to promote production of Man-Made Fiber (MMF) Apparel, MMF Fabrics and Products of Technical Textiles in the country to enable Textile sector to achieve size and scale and to become competitive.

iv) To boost exports in Man Made Fibre(MMF) sector, Government has removed anti-dumping duty on PTA (Purified Terephthalic Acid), Viscose Staple Fibre and Acrylic.

v) Government under Market Access Initiative (MAI) scheme provides financial support to various Export Promotion Councils (EPCs) and Trade Bodies engaged in promotion of textiles and garments exports, for organizing and participating in trade fairs, exhibitions, buyer-seller meets etc in foreign markets.
