Question : Allocation of Kerosene

(a) whether the Government has not provided the adequate quantity of kerosene to Gujarat as per the demand of the State and due to the which consumers are not provided adequate quantity of kerosene there and if so, the details thereof and the concrete steps taken/being taken by the Government in this regard;
(b) whether the Government has decided to make Aadhaar Card compulsory for availing subsidised kerosene for the consumers in the country and if so, the details thereof;
(c) whether the said decision is likely to impact the fishermen communities who are getting subsidised kerosene for fishing purpose and if so, the details thereof along with the steps taken by the Government to solve the grievances of fishing communities; and
(d) the details of allocation of subsidised kerosene provided to various States including Kerala during the last three years and the current year, State/UT-wise?

MINISTER OF STATE (INDEPENDENT CHARGE) IN THE MINISTRY OF PETROLEUM & NATURAL GAS (SHRI DHARMENDRA PRADHAN)
(a) : Government of India (Ministry of Petroleum and Natural Gas) makes allocation of Public Distribution System (PDS) Kerosene to States/UTs, including Gujarat for cooking and lighting on quarterly basis. Further distribution of PDS Kerosene within the States/UTs under PDS network to various categories of ration card holders/consumers is the responsibility of the concerned States/UTs. Scale and criteria of distribution are also decided by respective State/UT. While deciding the allocation of PDS Kerosene of the States/UTs, the factors such as increase in domestic LPG/PNG connections, increase in electricity coverage, Non-lifting of PDS Kerosene quota by the concerned States/UTs etc. are taken into account.

(b) : In exercise of the powers conferred under Section 7 of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 (18 of 2016), the Central Government has Notified that any individual desirous of availing the benefits under the Direct Benefit Transfer in the PDS Kerosene (DBTK) Scheme is required to furnish proof of possession of Aadhaar or undergo Aadhaar authentication. The individual who does not possess the Aadhaar number or, has not yet enrolled for Aadhaar, but desirous of availing the benefits under the DBTK Scheme, is required to make application for Aadhaar enrolment by 30.09.2017 by visiting any Aadhaar enrolment centre. The concerned department responsible for implementation of the State / UT will assist the beneficiaries who are not yet enrolled for Aadhaar and is required to provide Aadhaar enrolment facilities at convenient locations.
(c) : Ministry of Petroleum and Natural Gas makes quarterly allocation of PDS Kerosene for cooking and lighting purpose. This Ministry has also issued Order dated 21st August, 2012 whereby each State/UT including Gujarat can draw an allocation of one month’s quota of Kerosene at non-subsidized rates (inclusive of excise / custom duty / taxes and excluding under-recovery/fiscal subsidy) during each Financial Year, for their special needs. States/UTs may seek further additional allocation of non-subsidized Kerosene from this Ministry after exhausting this one month’s quota.
(d) : State/UT-wise detail of allocation of PDS Kerosene made to various States, including Kerala during the last three years and current year up to 2nd quarter (July-September, 2017) is annexed as Annexure.
