Question : National Child Labour Project

(a)the objectives of the National Child Labour Project (NCLP) and the details of the fund provided by the Union Government to the concerned states under the said scheme, work-wise;
(b)whether the services of private organisations, NGOs are also likely to be taken on contract in the form of project organisation, executive agencies in the said project on contract basis;
(c)if so, the names of the private organizations, NGOs in Rajasthan roped in for executing work under the scheme from 1st January, 2018 till date and the works for which the allocation was made from the budget; and
(d)the names of the districts in which works were carried out organisation-wise, NGOs-wise, along with the details thereof?

(a): The Ministry of Labour and Employment is implementing the National Child Labour Project (NCLP) Scheme with the objective of rehabilitation of child labourers. Under the NCLP Scheme, the working children in the age group of 9-14 years are rescued / withdrawn from work and enrolled in the NCLP Special Training Centres, where they are provided with bridge education, vocational training, mid-day meal,

stipend, health care, etc. before being mainstreamed into formal education system. During 2020-21, a total amount of Rs. 41.19 Crore was released as Grant-in-Aid to the District Project Societies for running Special Training Centers and stipend to enrolled children under NCLP Scheme.

(b) to (d): Under NCLP Scheme, funds are released by Ministry of Labour and Employment directly to the District Project Societies, set up under the chairmanship of concerned District Magistrate/Dy. Commissioner / District Collector of the district under administrative control of the State government. Ministry of Labour and Employment has released grant-in-aid to 5 number of districts viz. Alwar, Banswara, Baran, Bhilwara and Dausa in Rajasthan to implement NCLP Scheme since 01.01.2018 till date. The Ministry does not release funds under NCLP Scheme directly to Non-Governmental Organizations (NGOs). The District Project Society identifies the implementing agencies (NGOs/Civil Societies etc.) and releases fund to them to operate Special Training Centres.
