Question : GRIEVANCES OF FCI EMPLOYEES



(a) whether the Union Government have received any representations from the FCI Workers Union/Association from the State of Karnataka;

(b) if so, the main grievances of the workers highlighted in their representations; and

(c) the action taken by the Union Government thereon?

THE MINISTER OF STATE IN THE MINISTRY OF CONSUMER AFFAIRS, FOOD AND PUBLIC DISTRIBUTION ( SHRI SRIRAM CHAUHAN )

(a) A representation was received from the President, Food Corporation of India Loading and Unloading Workers Union (Karnataka).

(b) The main grievances/demands highlighted in the representation were for :


(i) increase of tender wage rate to the workers working in FCI godowns at Gangavati from 1.5.98 & 12.5.2000 and extending additional benefits as per FCI circular dated 27.7.94.


(ii) regularizing the godowns workers at K.R. Puram, White Field, Unkal Hubly, K.R. Nagar and Nanjungud with effect from 1.11.90 and payment of the balance money and appointment of 160 workers with their back wages.


(iii) prohibition of Contract Labour System in different godowns of the FCI in Karnataka State.

The representation also contained allegations against FCI officials for misusing their official position for their personal and wrongful gains by making payment of contractor bills without making deductions of statutory labour benefits and doing benami transactions in the name of workers cooperative societies at FCI godowns at K.G.F. Bangarapet and Hubli - Bommapura and claiming exemption of FCI from the purview of Shops and Commercial Establishment Act. The Union, therefore, demanded for conducting CBI inquiry/constituting a Court of Inquiry for action against the alleged guilty officials of the FCI.

(c) The factual position with regard to each grievance/demand, as reported by FCI, has been conveyed to the Union.
