Question : RAILWAY DISASTER MANAGEMENT COMMITTEE



(a) whether the Government have set up Railway Disaster Management Committee ;

(b) if so, the details thereof alongwith the number of sittings held during the last one year ;

(c) the expenditure likely to be incurred on the implementation of 100 measures recommended by the Committee for disaster Management;

(d) whether all the measures recommended by the DMC have been implemented;

(e) if so, the details thereof ; and

(f) if not, the reasons therefor ?

MINISTER OF STATE IN THE MINISTRY OF RAILWAYS (SHRI BANDARU DATTATRAYA)

(a)&(b): A five member high-level Committee to review the Disaster Management system over Indian Railways and for its strengthening and streamlining was constituted by Ministry of Railways on 16.9.2002. The Committee had very wide consultations with expert agencies, Ministry of Defence, Ministry of Communication, Ministry of Home Affairs, suppliers/manufacturers of rescue related equipment and also invited suggestions from individuals and organisations. In March 2003, the Committee submitted its report containing 111 recommendations. It has since been accepted.

(c)to(f): The tentative financial cost of implementing bulk of the recommendations amounts to around Rs.400 crores, excluding certain recommendations, requiring further scrutiny for financial assessment. Action has been initiated to implement the recommendations, which broadly cover institutionalising golden hour drill, faster relief measures for injured and survivors, care for dead and technological inputs to Medical, Relief and restoration operation.
