(a) whether the Government has latest district-wise data of tribal population living in Uttar Pradesh updated post the 2011-census;

(b) if so, the details thereof;

(c) the details of the Tribal migrated from rural to urban areas, state wise details and the steps taken by Government under Vocal for Local to retain the tribal culture;

(d) whether the Government has data indicating the total budgetary expenditure of the last three years under Special Central Assistance to Tribal Assistance to Tribal Sub-Scheme for Uttar Pradesh;

(e) if so, the district wise details thereof;

(f) whether the Government has taken any steps towards imparting skills amongst the tribal population leveraging their cultural heritage; and

(g) if so, the details highlighting the annual income of skilled tribal population?

(a) to (b): Data of tribal population is available from decennial censuses conducted by Office of the Registrar General and Census Commissioner, India (RGI). As informed by RGI, Census 2021 has been postponed due to the outbreak of COVID-19 pandemic. However, district wise Scheduled Tribes population of Uttar Pradesh as per Census, 2011, is given at Annexure.

(c): Information on State-wise ‘details of the Tribal migrated from rural to urban areas’ is not available with this Ministry. However, as per survey on Employment & Unemployment and Migration Particulars conducted by the National Statistical Office (NSO), Ministry of Statistics &Programme Implementation during NSS 64th round (2007 – 08), estimated percentage of Scheduled Tribes migration in urban areas from rural area is 67.1 percent.





Ministry of Tribal Affairs has been implementing the scheme of “Institutional Support for Development and Marketing of Tribal Products/Produce" (now merged under Pradhan Mantri Janjatiya Vikas Mission) through Tribal Co-Operative Marketing Development Federation of India (TRIFED). Under the scheme, efforts are made to support marketing and development of tribal products including promotion of Vocal for Local including training and skill up- gradation regarding creation of supply chain etc. Details of steps taken in this regard are given below:

TRIFED provides marketing platform for tribal products through its network of 119 outlets and also organizes Tribal Artisan Mela (TAM) at District/Tehsil level to reach tribals located in interior tribal areas and source tribal art and craft directly. National Tribal Festival ‘Aadi Mahotsav’–Festival of Craft, Culture, Cuisine and Commerce is organized to display and sale of tribal art and craft, tribal medicine & healers and tribal cuisine, tribal craft demonstrations and tribal folk performance.TRIFED has also established its own E-commerce portal www.tribesindia.com and is also present on all major e-commerce portals like Amazon, Snapdeal, Flipkart, Paytm, and Gem for promotion and marketing of tribal products.

National Scheduled Tribes Finance and Development Corporation (NSTFDC) is an apex organization set up on 10.04.2001, exclusively for economic development of Scheduled Tribes. The Corporation continues to function as a catalytic agent for promoting economic development activities of STs by providing financial assistance at concessional rates of interest under its schemes.

(d) to (e): Funds released under the scheme ‘Special Central Assistance to Tribal Sub-Scheme’ to the State of Uttar Pradesh is given below. Details of district wise provision of fund by the State Government, are not centrally maintained.

(f) to (g): “Van Dhan Vikas Karyakaram” is a development of value chain component of the Scheme “Mechanism for Marketing of Minor Forest Produce (MFP) through Minimum Support Price (MSP) and Development of Value Chain for MFPs” under Pradhan Mantri Janjatiya Vikas Mission. It emphasizes the enterprise route for generating additional income to the village level primary SHG units known as Van Dhan Self Help Groups (VDSHGs). Each VDSHG comprises of upto 20 forest dwellers to undertake the gathering, processing and value addition of Minor Forest Produces. 15 such VDSHGs are subsumed into each Van Dhan Vikas Kendra (VDVK) of upto 300 members to reap the advantages of economies of scale in training, aggregation of raw material, branding, packaging and marketing operations envisaged to create an inherent strength in the VDVK organisation in the area. The scheme allows VDVK members to undertake other activities like agriculture, floriculture, medicinal plants etc. for ensuring round the year livelihood. Since the launch of Van Dhan Vikas Karyakaram /Van Dhan Yojana, TRIFED has sanctioned 3225 VDVKs associated with 9.63 Lakhs beneficiaries in 25 states and 3 Union Territories. Under Tech for Tribals Initiative, TRIFED has initiated entrepreneurship training programs to Van Dhan beneficiaries, funds for which have been provided by the Ministry of Micro, Small and Medium Enterprises(MSME) under their ESDP scheme.

Also, TRIFED imparts skill up-gradation training from time to time to tribal beneficiaries associated with TRIFED for supply of tribal products which include Comprehensive Training Programme (CTP), Design Workshop Training (DWT) and Design & Technology up-gradation cum Production Workshop (DTPW).

Further, under Skill India Mission, Ministry of Skill Development and Entrepreneurship is implementing its flagship scheme ‘Pradhan Mantri Kaushal Vikas Yojana (PMKVY)’ for Skill based training of the youth across the country including Tribal candidates under Short Term Training (STT) courses and Recognition of Prior Learning (RPL).
Presently, the third phase of PMKVY i.e. PMKVY 3.0 is being implemented. PMKVY 3.0 is a demand driven scheme with bottom-up approach with District level plan being the fundamental level of implementation. Under PMKVY 3.0, District Skill Committees have been entrusted with the task of identifying local demand, based on which training is arranged in the district. Further, for incentivizing the youth of ST category, there is also a provision of monthly travel allowance and post placement support, Career progression support etc under the PMKVY scheme. The details of the ST candidates trained under the PMKVY scheme is given below:
